6.) Bismarck Tribune, Offense not their design

As a student at St. Mary's Central High School, I was upset by your Sept. 26 story on the St. Mary's homecoming T-shirts.

I understand how the drawing offended Native Americans, but the Tribune failed to mention that the sharks depicted are our mascot. The shirt wasn't meant to offend anyone. The Native American in the drawing is Mandan's mascot, a Brave.

If the St. Mary's administration had known how offended people would be, the design wouldn't have been used. Another thing to clarify is that the reason everyone was wearing the homecoming shirts on Thursday is that Thursday was homecoming shirt-and-jeans day. We didn't know about the controversy concerning the shirts until that morning.

 

We didn't mean to upset or offend so many people.

Supreme Court to consider reservation crime case

WASHINGTON -- The Supreme Court decided Tuesday to clarify when the federal government can prosecute crimes on Indian reservations.

 

Justices will review a case from North Dakota, in which an Indian is accused of punching a law enforcement officer while visiting the reservation of another tribe.

 

Billy Jo Lara pleaded guilty to three charges in a Spirit Lake tribal court, admitting that he was drunk, hit a police officer and resisted arrest. He received a 155-day sentence for the 2001 altercation.

 

Federal prosecutors then sought to convict him of assault on a federal officer, but Lara argued that would be double jeopardy in violation of the Constitution.

 

Solicitor General Theodore Olson said that Lara's prosecution in tribal court on the Spirit Lake reservation does not prevent the federal government from also pursuing charges. He noted that Lara, who is a member of the Turtle Mountain Band of Chippewa, could face a longer sentence, up to 20 years in prison for assaulting a federal officer and causing an injury.

 

The case is United States v. Lara, 03-107.

Rights group seeks more civil rights lawyers

Finding lawyers to tackle civil rights complaints can be difficult, but Fargo’s Human Relations Commission is attempting to change that.

 

Commissioners are now in the process of talking with the state and local bar associations in hopes of identifying lawyers who might consider hearing human rights-related cases.

 

The decision to tackle this issue came after the Human Relations Commission began hearing from people who were denied legal representation for their civil rights complaints, said Cheryl Bergian, FHRC member and executive director of the North Dakota Human Rights Coalition.

 

“We at least want the ability to have these cases evaluated,” Bergian said.

 

One of the problems now is few lawyers statewide specialize in civil rights.

9.) Hoeven Proclaims October 10 First Nations Day, State To Celebrate at United Tribes Technical College, State Capitol

 

BISMARCK - Governor John Hoeven today proclaimed Friday October 10, 2003, First Nations Day, and the month of November Native American Month in North Dakota. A formal ceremony will be held on Friday, October 10, 2003, at 11:00 a.m to honor the date at locations in Bismarck.

 

"Our native peoples have contributed so much to the history and culture of both North Dakota and America," Hoeven said. "This legislation and proclamation declare now and for future generations that we value and respect the heritage of our Native American citizens."

 

The celebration is the result of Hoeven's signing of Senate Bill 2410, which recognizes the indigenous peoples of the State of North Dakota and their contributions to the state and the United States. The bill authorizes the Governor to issue a proclamation each year designating the Friday before the second Monday in October as First Nations Day.

 

Tribal leaders from across North Dakota view the legislation and event as an historic occasion that recognizes the long-standing working relationship the State of North Dakota shares with the Tribal Nations. In addition, it honors the legacy that the indigenous peoples played in shaping the history and culture of the state and nation.

 

Indian Affairs Commission member, Mr. Phil Baird, President and co-founder of the North Dakota Cowboy Hall of Fame and Academic Dean at United Tribes Technical College, sees the event as an important symbol for looking to the future. The celebration represents a strengthening of the relationship between the State of North Dakota and Tribal Nations, for the future of all of North Dakota and its citizens.

10.) Death with dignity discussion in Fargo

 

Faye Girsh, EED, Denver, CO, Senior Vice-President of End-of-Life Choices (formerly The Hemlock Society USA) speaks in Fargo on Friday, October 17, 2003, 7-9:00 PM, Cedar Room, Doublewood Inn, 3333 13th Ave. South, Fargo.  The topic is Death with Dignity: The Ultimate Civil Liberty.   She addresses steps that people can take to ensure a dignified death.  The presentation includes:

 

·        Demographics of aging and decision making at the end of life.

·        Changing standards of geriatric care and pain care.

·        Public insistence on dignity in decision making at the end of life.

·        Attorney General John Ashcroft and the Oregon Death-with-Dignity law.

 

The event is FREE and open to the public and refreshments will be served.

BISMARCK -- Statewide events during October will mark the 134th birthday of Mahatma Gandhi, leader of India’s nonviolent push for independence.

 

The third annual Gandhi Peace Month observances are coordinated by the Gandhi Peace Network of North Dakota. It stem from Vinod and Arena Seths’ annual Gandhi Peace Dinner fund-raising event that began 10 years ago.

 

A peace pole rededication is set for 7 p.m. Oct. 14 at Fargo’s Nativity Catholic Church, 1825 11th St. S. The ceremony is in the chapel.

 

Other events around the state include:

12.) Northern Plains Voices and Tri-College University Consortium Cultural Event, October 9 and 10, 2003, Fargo

 

Acclaimed Director and Native American filmmaker, Chris Eyre, will visit the Fargo-Moorhead community and college campuses to lecture and introduce the viewing of his newly released feature film Skins.

 

On Friday, October 10th, Eyre will present a public lecture at 9:20 a.m. at Concordia Centrum and at 1:30 p.m. at NDSU’s Century Theatre in the Memorial Union, visit with tri-college and community filmmakers at MSUM Weld Hall at 4:00 p.m., and then introduce his film Skins at the Fargo Theatre at 7:00 p.m.  After the film presentation there will be an question-and-answer session.  In addition, his film Smoke Signals will be shown also at the Fargo Theatre on Thursday, October 9, 2003 at 7:00 p.m. to be followed by a film he produced, Doe Boy.

 

All of these events on campus and off are free and open to the public.
