Bill Filed to Create a North Dakota Commission on Human Rights
Fargo – Senator Tim Mathern (D-Fargo) has filed a bill in the North Dakota Legislature to create a North Dakota Commission on Human Rights. Co-sponsors are Senator Dennis Bercier (D-Belcourt), Senator John Andrist (R-Crosby), Representative Lee Kaldor (D-Mayville) and Representative Louise Potter (D-Grand Forks).
The North Dakota Commission for Human Rights is being introduced at the request of the North Dakota Human Rights Coalition. “We believe that North Dakota needs a Commission on Human Rights to more effectively address discrimination and human rights in North Dakota,” said Allan Peterson, Chair of the North Dakota Human Rights Coalition Board of Directors.
“A North Dakota Commission on Human Rights will act in an advisory capacity to the North Dakota Department of Labor, the state agency charged with fulfilling the prohibition against discrimination in the North Dakota Human Rights Act,” said Cheryl Bergian, Director of the North Dakota Human Rights Coalition.
The North Dakota Commission on human rights will be charged with (1) formulating plans for the elimination of discrimination, (2) issuing research that will promote good will among the various groups in the state, (3) recommending policies to the governor and legislature, and (4) may intervene in intergroup tension or conflicts for the purpose of informal mediation.
The North Dakota Commission on Human Rights can strengthen the ability of the Labor Department’s Division of Human Rights to come up with real solutions to discrimination, can bring the perspective of those who experience discrimination to that Division of Human Rights, and can assist in the public education process about discrimination in North Dakota, making more people aware that the Labor Department has the power to investigate and provide sanctions against those who are acting in a discriminatory manner.
The NDHRC is a diverse group of approximately 25 organizations, with additional individual members, all of whom embrace the mission of the NDHRC to: “work to effect change so that all people in North Dakota enjoy full human rights.” More information on the North Dakota Human Rights Coalition can be found at www.ndhrc.org.
