Written Testimony

House Bill 1254

House Government and Veterans Affairs Committee

January 28, 2005

Chairman Haas and members of the Committee, I am Cheryl Bergian, Director of the North Dakota Human Rights Coalition.  The Coalition includes a broad-based, statewide membership of individuals and organizations interested in the furtherance of human rights in North Dakota; the Coalition’s mission is to effect change so that all people in North Dakota enjoy full human rights.

We support the addition of a form of identification issued by a tribal government to the list of identity documents that can be used by voters in N.D.C.C. §16.1-05-07.  We support the sovereignty of tribal governments, and providing for voter identification through tribal identity cards recognizes that sovereignty.

We ask for a do pass recommendation on House Bill 1254.  I appreciate this opportunity to provide written testimony on behalf of the North Dakota Human Rights Coalition.
